Trade deals, of which the UK is a member of the EU, will no longer be valid if there is a Brexit without a deal. The European Union negotiates free trade agreements on behalf of all its member states, as EU member states have granted “exclusive jurisdiction” to conclude trade agreements. Nevertheless, the governments of the Member States control every step of the process (through the Council of the European Union, whose members are the national ministers of each national government). Some new agreements will not be in force until the UK leaves the EU. Trade will then take place under the terms of the World Trade Organization (WTO). The fourth EU Implementation Report (other languages), published in November 2020 and preceded by the preface by DG Commerce Director-General Sabine Weyand (other languages), provides an overview of the results achieved in 2019 and the remarkable work for the EU`s 36 main preferential trade agreements. The accompanying staff working document provides detailed information in accordance with the trade agreement and trading partners. Several other trade and economic partnerships and political agreements concluded by the EU contain references to the Convention and/or its main objectives aimed at protecting the diversity of cultural expressions, particularly in the audiovisual field. Four of these new agreements were signed or entered into force between 2012 and 2016: with the EPA states (Botswana, Lesotho, Mozambique, Namibia, South Africa and Swaziland), Colombia and Peru, Georgia and Moldova. The EU-China Declaration on Cultural Cooperation, the Framework Agreement on Vietnam, the Cooperation Agreement with Kazakhstan and the Mongolian Partnership and Cooperation Agreement also explicitly refer to the Convention. Association agreements are comprehensive framework agreements between the EU (or its predecessors) and its member states, as well as an external state that governs their bilateral relations. The provision of an association agreement was inserted into the Treaty of Rome, which created the European Economic Community, to enable the Community`s cooperation with the United Kingdom, which had withdrawn from the treaty negotiations at the Messina Conference in 1955.
